Our Group Board

Our Boards hold us to account; they ask the right questions around performance and delivery, to ensure we are meeting their expectations – and those of our customers.

We want to deliver results that have a lasting, positive impact and with authentic leaders who supporting our staff as they adapt to change, and encourage continual learning and development as an essential part of our organisational culture.

Our Group Board Members

The non-executive members on our Group Board play an important role in setting the direction of travel for our organisation, as well as ensuring the highest standards of governance and integrity underpin our work.

Lesley Burrows, Chair of the Board

Lesley is Chair of the Board and is also a member of the Group Remuneration Committee. As Managing Director of Positive Footprints Network Ltd., Lesley brings extensive management and leadership experience and is passionate about Lancashire. Lesley is also the founder of The Job Junction Ltd.

Grahame Elliot

Grahame Elliot qualified as a Chartered Accountant in 1962 having been articled to a very small firm. Grahame then joined what is now KPMG in Manchester for five years. Actively involved in charities and education, Graham was founding Chairman of Acorn Recovery Projects and is also a member of the Syncora Board.

Martin King

Martin is a member of the Board. He is a Director of his own business, Urban Green, responsible for the day to day operations and delivery, as well as strategic business development. Martin is a design professional and has a range of current experience across the housing and residential sector.

Paul Mayson

Paul is a member of the Board. He has been a Solicitor engaged in commercial legal practice for almost 20 years. He was formerly a non-executive Director with the Burnley Enterprise Trust.

Carmel McKeogh

Carmel McKeogh is a Management Consultant who specialises in Organisation Development and Human Resources and is a Chartered Member of the Institute of Personnel and Development. Carmel was the Deputy Chief Executive of Blackpool Council and worked in Blackpool from April 2009 to March 2016.

Sarah Parr Calico Group

Sarah Parr

A chartered accountant, Sarah is currently a Director with Altair Limited, providing a range of strategic advice to Registered Providers and Local Authorities.

Phil Watson

Former Chief Executive of Blackburn with Darwen Borough Council; Phil is Independent Chair of the Joint Committee of the Greater Manchester Clinical Commissioning Groups (JCCCG), Independent Chair of the Joint Committee of Lancashire and South Cumbria Clinical Commissioning Groups (JCCCG), and Chair of the Lancashire and South Cumbria Integrated Care.

Chris Bithell Calico Group

Chris Bithell

Chris was a Divisional Commander for Lancashire Police in the Pennine, East and South Divisions until 2017 and was also the Chief Superintendent of the Blue Light Collaboration Project. Chris is also a local counsellor in Padiham.

Richard Jones Calico Group

Richard Jones

Richard is the Chair of Syncora Board and has a background in health and social care, having held Executive roles in both local government and the NHS, and as a senior civil servant with the Department of Health. In recent years, Richard has spent time working on integrating health and care services in Greater Manchester.

Bill Lacey Calico Group

Bill Lacey

Bill is the Chair designate for Calico Homes Board. Bill’s experience of working in the social housing sector spans over 41 years. He is currently Director of Development for Torus Housing Group, with responsibility for one of the largest RP development and sales programmes in the North West.

David Gooda Calico Board

David Gooda

After an early career as a singer, David joined a recruitment advertising agency in 1998 and went on to set up his own small communications firm in 2005. It specialises in supporting organisations within local government, housing, and charities. Retained by BEIS to advise on improving the calibre and diversity of its 50+ non-executive boards, David has served as Chair of a range of civic organisations; he led a housing association for nine years, and has also served on the boards of education, arts and heritage organisations in the North West. He is a Fellow of the RSA.

Sarah Roberts

Sarah has over 35 years’ experience in working in local government and since 2002 in the PRP sector. She is currently Group Head of Treasury and Financial Planning for the NW based Torus62 Ltd, a group with turnover of £200m and 38,000 properties.
